Europe's 2030 Renewable Energy Power Generation Target Increased To 42.5%

The European Parliament has recently approved the updated Renewable Energy Directive, which aims to increase the share of renewable energy in Europe to 42.5% by 2030, with encouragement for EU member states to strive for an even higher target of 45%. This revised legislation overwhelmingly passed in the European Parliament with 470 votes in favor, 120 against, and 40 abstentions. The next step is formal approval by the European Council to make it law.
In March of this year, the European Parliament and the European Council temporarily agreed to raise the binding renewable energy share for the EU from 32% to over 42.5% by 2030.
One of the key provisions of the amended directive is the simplification of procedures for granting permits to new renewable energy projects. This includes photovoltaic components, wind turbines, and modifications to existing power facilities. The legislation stipulates that EU member states should not take more than 12 months to approve the development and installation of renewable energy projects in designated "renewable energy deployment areas." Approval processes for projects outside of these areas should not exceed 24 months.
Members of the European Parliament also voted to set indicative targets for innovative renewable energy technologies, ensuring that 5% or more of installed renewable energy comes from innovative technologies. Furthermore, a binding framework was established for cross-border energy projects.
To prevent unsustainable practices, the directive adopts stricter standards for the use of biomass energy. This includes guidelines to ensure that biomass harvesting methods do not have a negative impact on soil quality and biodiversity, thus upholding the EU's commitment to sustainability.
Markus Pieper, Chief Member of the European Parliament, stated, "Our focus includes wind power, photovoltaics, hydropower, geothermal energy, and tidal power. Biomass such as wood will still be classified as renewable energy. According to the 'positive silence' principle, investments in these projects will be considered approved without administrative feedback. We now urgently need to design the EU electricity market and immediately transition to hydrogen energy for a greener transformation."
The transport sector was a focal point of the European Parliament's updates to this directive, with a goal to reduce greenhouse gas emissions by 14.5% by 2030. This will be achieved by increasing the use of advanced biofuels and setting higher quotas for non-biological renewable fuels, such as hydrogen.
The approval of this legislation marks a significant step toward the EU achieving its ambitious climate goals, as outlined in the "Fit for 55" package, which aligns existing climate and energy legislation with the EU's goal of reducing greenhouse gas emissions by over 55% by 2030.
Furthermore, this legislation aims to reduce Europe's dependency on imported fossil fuels, especially in light of recent geopolitical developments following the Russia-Ukraine conflict.
In March of this year, the EU Parliament passed the amended "Building Energy Performance Directive," requiring that by 2028, all new buildings in EU member states must have rooftop photovoltaic systems installed, and by 2032, all renovated and refurbished residential buildings must have rooftop photovoltaic systems.
According to a research report by Legal and General Investment Management, Europe and Asia may face higher energy prices in the coming years if decarbonization funding is delayed.
