European Union: Starting in 2025, Commercial And Public Buildings in EU Member States Must Install Rooftop Photovoltaics

According to foreign media reports, European Commission President Ursula von der Leyen recently announced that by 2025, EU member states will have to install rooftop photovoltaic systems in commercial and public buildings, and by 2029 in residential buildings. The EU has increased its renewable energy target for 2030 from 40% to 45%.
The European Commission is taking its mission to rid Russia of fossil fuels as quickly as possible to another level, von der Leyen told a press conference on the REPower EU programme.
The European Commission is proposing a requirement to install rooftop photovoltaics from 2025 on commercial and public buildings in EU member states and on new residential buildings from 2029. "I know it's an ambitious goal, but it's realistic, and we can do it," she said, noting that renewable energy is one of the EU's top priorities.
She also said it was increasing the renewable energy target achieved by 2030 from 40% to 45%. Accelerating the licensing of renewable energy will play a key role in achieving the higher goals. She also wants EU member states to set up "renewable energy entry zones" to get permits quickly. "By then, the permitting process for renewable energy will be shortened to one year, which will be a big improvement from the current average of six to nine years," she said.
Applications for renewable energy systems in preferred areas will be entitled to a decision within 14 days, according to sources in industry media. Sites that repower in these areas will need permission within six to nine months. The same applies to PV systems with an installed capacity below 150kW. Other proposals announced include raising the EU's 2030 energy efficiency target from 9% to 13%.
Dries Acke, Policy Director of the European Photovoltaic Industry Association, said: "Today, the European Commission recognizes the huge potential of rooftop PV and the need for a PV workforce to promote rooftop and utility PV systems in Europe. We predict that by 2030, there will be 110 10,000 PV jobs, and the EU PV Skills Partnership will help provide a qualified workforce locally."
